2024 年 11 月至 2025 年 4 月,黃孫權任本案計畫負責人 (PI),與劉益紅共同帶領中國美術學院師生團隊,完成杭州競逐 World Design Organization (WDO)「2028 世界設計之都 (World Design Capital)」之申辦書 Hangzhou's Bid Book for World Design Capital 2028 的提案、撰寫、編輯、設計與影像製作。導言 (PREFACE) 與 Q16 主題章節「Fabric City: Open Silkware, Unbound Design」之核心問答由黃孫權親筆撰寫。

提案以「Fabric City: Open Silkware, Unbound Design」為主題,將良渚玉琮、《營造法式》木構模組、明代織錦、Jacquard 提花機與大運河,重新讀為一條五千年的可程式化設計傳統,並以此回應觀光承載、人口結構、文化遺產與產業數位化的四重張力。其核心提案為 Open Silkware Protocol 1.0:一個邀請全球城市共寫共修的開源治理協議,將「絲綢邏輯」從產業傳統轉譯為可被任何文化抽取「經」與「緯」自行編織的城市作業系統。

書本身亦是杭州工藝的展演:封面以 AI 加持的「蝶羽錦」緙絲「臨安四季」織就(每平方公尺 5500 萬個織點),紙張由蘭碧緣以龍井茶葉纖維製成、字型 Cinah 由本地 Quinsay Design 設計、印刷裝幀由杭州在地工坊完成。

杭州於本次申辦中擊敗全球十餘座申請城市,進入最終兩座入圍候選名單。

From November 2024 to April 2025, Huang Sun-Quan served as Principal Investigator (PI) of the bid project, co-leading the China Academy of Art faculty team with Professor Liu Yihong to complete the proposal, writing, editing, design, and video production of Hangzhou's Bid Book for World Design Capital 2028 — Hangzhou's submission to the World Design Organization (WDO). Huang authored the PREFACE and the core argument of Q16, "Fabric City: Open Silkware, Unbound Design," himself.

Under the theme "Fabric City: Open Silkware, Unbound Design," the bid reread Liangzhu jade cong, the modular timber joinery of Yingzao Fashi, Ming-era brocade, the Jacquard loom, and the Grand Canal as a single 5,000-year tradition of programmable design, proposing it as a response to four contemporary urban tensions: tourism carrying capacity, demographic shift, cultural heritage preservation, and the digitalization of traditional industry. Its core proposal was Open Silkware Protocol 1.0: an open-source governance protocol inviting global cities to co-author and co-amend, translating "silk logic" from industrial tradition into a civilizational operating system from which any culture may extract its own warp and weft to weave its identity.

The book is itself a demonstration of Hangzhou craft: its cover is woven in AI-driven "Butterfly Brocade" jacquard silk Four Seasons of Lin'an (55 million weave points per square meter); its pages are made by Lanbiyuan with Longjing tea-leaf fibers; its Latin typeface Cinah is designed by Hangzhou's Quinsay Design; printing and binding are executed entirely by Hangzhou ateliers.

Hangzhou outpaced more than ten international applicant cities to reach the final two-city shortlist of the WDO selection.
